Wtb: Solid black skirt or underskirt-Found-Thanks!

I'm looking for a solid black skirt or underskirt in any brand and even handmade items will be considered. :) I need this skirt so I can wear it under a slightly short jsk. My budget is $50 shipped and my measurements are as follows:

Natural Waist: 33"
Hips: 35"
Length needed:~21"( if the skirt is worn at the natural waist) and ~16"( if skirt is worn at the hips)
